Efficiency Maine Trust Background

The Efficiency Maine Trust (Trust) was created to administer energy efficiency and alternative energy programs in the State of Maine.  On June 12, 2009, Governor Baldacci signed into law LD 1485 – An Act Regarding Maine’s Energy Future

Until July 1, 2010, Efficiency Maine will continue to administer programs as part of the Energy Programs Division of the Maine Public Utilities Commission.  After that date, the existing programs run by Efficiency Maine and the Energy and Carbon Savings Trust will be grouped together and put under the control of the Trust

The Trust will develop a 3-year plan providing program design, planning and implementation strategies for all energy efficiency and alternative energy resources, for all fuel types, across all customer classes.

Legislative Targets

  • Weatherize 100% of Maine residences and 50% of Maine businesses by 2030.
  • Achieve 30% electric energy savings, 30% natural gas savings and 20% heating fuels savings by 2020.
  • Capture all cost-effective energy efficiency resources available for electric and natural gas ratepayers.
  • Reduce greenhouse gas emissions from heating and cooling loads in Maine to at least 10% below 1990 levels by 2020, and ultimately 75 to 85% below 2003 levels.
